The Ruleset / Supreme Nomic Ruleset - Version 1.1

S1. Supreme Nomic
     1. This nomic is named the Supreme Nomic, and this post is the Supreme Nomic ruleset.
     2. All players must abide by all rules in the Supreme Nomic ruleset at all times.
     3. Supreme Nomic is the governing body of each of the sub-nomics.  All sub-nomics of Supreme Nomic must follow all rules of Supreme Nomic.

S2. Voting Bodies
     1. Only players are allowed to vote on proposals in Supreme Nomic.  Each player is a dictator of an approved sub-nomic.
     2. The players of Supreme Nomic, and their nomic's, are as follows:
          a. Jonathan - ruler of Hunter's Nomic
          b. Seth - ruler of Martin's Nomic
          c. Tim - ruler of Reid's Nomic

S3. Supreme Nomic Officers
     1. Supreme Nomic shall consist of the following positions:
          a. Chairman.  The Chairman is responsible for:
               i. Maintaining the Supreme Nomic ruleset when changes occur.
               ii. Ensuring that the Supreme Nomic ruleset is followed by all players.
               iii. Delegating tasks regarding maintaining Supreme Nomic to the Vice-Chairman or Secretary.
               iv. Communicating with other nomics or sub-nomics when neccesary.
          b. Vice-Chairman.  The Vice-Chairman is responsible for:
               i. Resolving disputes regarding the interpretation of the Supreme Nomic ruleset through hearings.
               ii. Resolving disputes between the Supreme Nomic ruleset and sub-nomic rulesets through hearings.
               iii. Determining outcome of hearings and determining penalties for guilty verdicts.
          c. Secretary.  The Secretary is responsible for:
               i. Ensuring all processes of Supreme Nomic go as according to the ruleset.
               ii. Any responsibilities delegated to them by the Chairman.
any duties that are delegated to them by the Chairman regarding the governance of Supreme Nomic.
     2. Upon passage of this rule, the first election for Supreme Nomic officers shall commence.  Such elections shall subsequently take place every two weeks.  Elections shall proceed in the following manner:
          a. The Chairman makes a post in the Propsals and Voting board with the subject "Election: X" (replacing X with the date the election is supposed to be held).
          b. Each player replies to the post with a list of the offices they are running for, which officially makes them a candidate for each office applied for.
          c. The Chairman creates a ballot, listing all candidates for each office by replying to the post.
          d. Each player makes their selection for each office from the ballot by replying to the post.  All players, including lower players are allowed to vote.
          e. The Chairman posts the results by replying to the post.
               i. The candidate receiving the post votes for an office takes that office, as soon as the election is resolved.
               ii. In the case of a tie for the most votes, there shall be a re-vote.  The candidate receiving the fewest votes is removed from the voting.  This process is repeated as neccesary.  In the case of a tie after only two candidates remain, either candidate may concede to the other candidate.  If neither candidate concedes, the Chairman appoints the winner of the election.
          f. Once a winner has been declared for each office, the Chairman declares the election resolved.  All winning candidates assume their office immediately.

S4. Changing the Supreme Nomic Ruleset
     1. Any player may propose, at any time, a change to the Supreme Nomic ruleset.  A rule-change consists of only one of the following:
          a. The addition of a new rule.
          b. The removal of a current rule.
          c. The amendment of a current rule.
     2. Players propose rule-changes by posting in the Proposals and Voting board.  They shall have the following subject, depending on the type of rule-change:
          a. Adding a new rule: "Proposal: New Rule"
          b. Removing a rule: "Proposal: Repeal Rule X" (replacing X with the rule number)
          c. Amending a rule: "Proposal: Amend Rule X" (replacing X with the rule number)
3. Once a rule has been proposed, any player may reply to the post with discussion, or their vote.
          a. Players may vote in affirmation or negation of a proposal.
          b. Each player may have one vote.
          c. The last post made by a player with their vote is the recorded vote.
          d. If a proposal has at an affirmative vote of at least three-fourths of all players, the proposal is passed.  It becomes rule immediately.
          b. If a proposal does not have the affirmative vote of at least three-fourths of all players, the proposal is not passed and discussion is closed.

S5. Adapting New Sub-Nomics to Supreme Nomic
     1. In order for a nomic to become a member of Supreme Nomic, they must first apply.  Application requires the dictator of the applying nomic to message the Chairman requesting admission to Supreme Nomic.  Once the request has been received by the Chairman, the Chairman must confirm the following conditions are met of the applying nomic:
          a. The nomic has a dictator (or other ruling player), as designated in the ruleset.
          b. The nomic has a ruleset.
          c. The nomic has at least two active players.
     2. If the Chairman rules the applying nomic meets all of the requirements, then they will post in the Proposals and Voting board with the subject of "Proposal: Instatement of Nomic X" (replacing X with the applying nomic).  All players of the Supreme Nomic then vote on whether to allow the nomic to become a sub-nomic of Supreme Nomic. 
          a. If at least three-fourths of all players vote in affirmation of the proposal, it becomes part of the ruleset.  The Chairman will amend rule S2.2 to reflect the new voting body.  After the Chairman has acknowledged the instatement, the player immediately may propose rule-changes or vote on any proposals made after the player is instated.
          b. If less than three-fourths of all players vote in affirmation of the proposal, it is not passed.  The Chairman will notify the applying nomic of the ruling.  The nomic may apply for admission to Supreme Nomic again two weeks after they are notified.

S6. Supreme Nomic Judicial System
      1. At any time, if a player believes another player or players to have broken the Supreme Nomic rules, they shall notify the Vice-Chairman.  Breaking of the rules may consists of:
          a. Performing an action that is deemed illegal by the ruleset.
          b. Performing an action that is impossible, in accordance with the ruleset.
          c. Proposing and passing a rule that is in conflict with the ruleset.
     2. Upon notification, the Vice-Chairman research the incident and call a hearing.  They shall make a post in the Hearings board with the subject "Hearing: X" (replacing X with a summary of the incident).  The Vice-Chairman shall post any and all relevant information regarding the incident in this post.  Then, the Chairman, Vice-Chairman, and Secretary will discuss the incident in the hearing.  The Vice-Chairman may specifically invite any others to this discussion.
     3. Once the Vice-Chairman believes the discussion to be complete, they shall post the Vice-Chairman's Report.  The Report shall include:
          a. The parties accused and accusing as a result of the hearing
          b. The ruling of the Vice-Chairman on the incident (either guilty or not-guilty)
          c. The Vice-Chairman's reasoning and evidence for their ruling
          d. Any penalties the Vice-Chairman deems appropriate for the offense.
     4. After the Report is posted, the accusing party or acused party may notify the Chairman of appeal of the verdict of the Report.  If the Chairman and Secretary both disagree with the verdict made by the Vice-Chairman, the Chairman shall write the Chairman's Report.  The Chairman's Report completely negates the Vice-Chairman's Report.
     5. The accusing party of accused party may also appeal the penalty of the Report by notifying the Chairman.  The Chairman, Vice-Chairman, and Secretary then most vote on what the new penalty should be, and after a decision is made, the Report shall be updated reflecting this change.

S7. Requirements of Sub-nomics
     1. Sub-nomics must meet the following requirements:
          a. Have a Dictator, or other like ruler, declared in the Ruleset
          b. Have at least two players
          c. Have a winning condition for players
     2. If a sub-nomic does not meet all of these requirements, they have 48 hours to meet them. After 2 days, they may be subject to a accusation and Supreme Nomic hearing.

S8. The First Law of Supreme Nomic
All sub-nomics and nomic players of the supreme nomic must abide by all of the following rules.
    1) All rules must be followed. A rule break is any of the following.
        a) A player not following a specific rule and making an illegal move.
        b) A nomic not following a specific rule and making an illegal move.
        c) A passing of a rule that does not follow all Supreme Nomic rules.
        d) An amendment of a rule that does not follow all supreme Nomic rules.
        e) A passing or amending of a rule that makes winning impossible or a passing of a rule that makes winning possible for only a limited number of players. In other words, the winning conditions must be fair for everyone.
        f) A player not showing up for a scheduled hearing.
        g) Incorrect voting procedures.
   2) All procedures must be followed exactly as they are written in all nomic rules.

I propose the following change to point 4:

    4) All players must have the choice to be active or inactive in any Nomic. Players must be able to switch between active and inactive at any time. Also, there will be no cruel or unusual punishment for being inactive in any Nomic.  Inactive players may not vote or participate in any procedure of playing the nomic.

I think that, given the nature of our elections, such an event is highly unlikely to happen.  Besides, we haven't let this happen once (except for my first term as Chairman, I think I held another position).

Yes, but S6.1.b states that a rule break is "performing an action that is impossible, in accordance with the ruleset."

Considering the Supreme Nomic ruleset does not say that the Chairman may have any Executive Action, that makes it impossible.

Just because the Supreme Nomic doesn't explicitly say something is possible doesn't make it impossible. The ruleset doesn't say we have the power to give State of the Nomic Addresses, but we do that anyways, don't we?  You could apply this logic to anything, and destroy this game.

The Executive Action is nothing concrete.  It is not an 'action,' technically.  It is a declaration of intent; in this case, the declaration that I intend to use my power as Chairman to not acknowledge the passing of a proposal.

Also, it is not in the Chairman's powers to interpret the rules. That is the job of the ViceChairman-- a power not only held in interpretation of the ruleset(s) as by S3.b.i and ii but also but the inferred powers in S6, if a move is legal or not.
